The set items introduced along with the city of Mora are available to be acquired through the same ways as from vanilla RO, that is, you can get them by exchanging Mora Coins for the items with NPCs inside the city.
They have been balanced for use by characters of different classes and levels as they are originally renewal content and would otherwise be unusable due to level and class limitations.
