Every hour the exp and drop rates of the server change.
There is also a Rate Master NPC at (prt_in,133,40) that will change the rates for a player at the cost of 3 Event Tickets and 10,000 zeny, these changes are not guaranteed to be better.
Card drpos are excluded from floating rates.
