Cast Time * 50 / (50 + Reduction) * 75 / (75 + Dex) * 70 / (70 + Job Level)

Cast Delay * 1000 / (1000 + Delay Reduction * Delay Reduction)

Cast times and delays are better between these numbers compared to before: [Dex] 27 and 133 [Ctime] 19 and 81 [CDalay] 12 and 88
